Discover how smart lockboxes are helping improve secure storage for correctional facilities by managing the restriction of cellphones through tighter security, automated controlled access, simplified workflows, and stronger property management strategies.
When it comes to correctional environments, cellphones have quickly become some of the most difficult pieces of personal property to manage. They’re small. They’re connected. And most importantly, they’re easy to conceal and offer inmates the ability to communicate beyond the facility walls, which poses an obvious security threat. That’s why secure storage for correctional facilities, courthouses, or other law enforcement buildings is essential.
As correctional facilities tighten restrictions on personal devices, the need for secure storage becomes more important.
Why Cellphones Are a Growing Security Concern
A national needs assessment by the Urban Institute examined 20 state prisons and discovered that authorities recovered more than 25,000 contraband cellphones in 2020. According to the assessment, 85% of responding correctional administrators stated that cellphones created serious institutional security issues.
The issue goes beyond simple phone calls and text messages. A contraband cellphone offers unmonitored communication, access to the internet, recording capabilities, and location services that administrators can’t control. These types of vulnerabilities make storage for correctional facilities a critical part of a broader contraband-control strategy. And states are responding with increasingly specific rules.
Several states have recently provided strong examples.
Maryland
The Maryland Department of Public Safety and Correctional Services issued Information Bulletin 2025-01, which went into effect on September 17, 2025, and prohibits DPSCD employees, visitors, contractors, and incarcerated individuals from bringing cellphones, GPS devices, tablets, or other connected devices into correctional facilities.
Oregon
Oregon takes more of an administrative approach to the issue, prohibiting people from bringing a cellphone beyond a facility’s control point unless authorized. And while department staff can carry department-issued communication devices for official duties, they must declare those devices upon entry.
Maine
Maine introduces another model. The Department of Corrections policy in this state enables facilities to establish strict procedures for personal phones, including check-in and check-out processes, authorized staff lists, and designated storage locations.
Michigan
Kent County, Michigan, has instituted its own personnel policy, which became effective in September 2025, and includes a section titled “Personal Cell Phones in the Correctional Facility.” In some circumstances, staff can store personal cellphones in locations inaccessible to inmates, including secure lockboxes.
From state to state, the common theme is clear: banning cellphones and other personal devices creates a storage problem.
The Limitations of Traditional Storage
Any good policy can prohibit cellphones. But facility staff still need a place to store them.
Manual property management depends heavily on people being able to identify their device, know where it went, and when it’s supposed to be returned. A lack of traceability can easily create opportunities for lost items, disputes, and unauthorized access.
Smart lockboxes offer a more controlled approach when it comes to secure storage for correctional facilities. As opposed to treating phones and personal devices as loose property, facilities can store them in controlled environments through established procedures.
How Smart Lockboxes Improve Device Control
Smart lockboxes give authorized personnel more controlled access. And that matters for more than just security. It also improves accountability. With a smart lockbox, staff can deposit a single cellphone, secure it during a shift, then retrieve it—all through a defined process—rather than relying on informal storage or manual tracking.
But lockboxes can solve several problems beyond cellphones. Think keys, electronics, wallets, identification cards, and other personal assets. A smart, configurable system can help standardize how those items enter, remain, and leave controlled areas.
Need something more to complement your lockbox? Secure vending machines can seamlessly automate the distribution of approved personal items. Instead of staff having to manually retrieve and distribute every item, a controlled vending solution can help manage access and track distribution.
Broader Benefits for Correctional Facilities
The value of secure storage for correctional facilities involves more than keeping cellphones out of inmates’ hands. Other benefits include:
- Stronger Security: Controlled compartments can reduce instances of unauthorized access.
- Staff Efficiency: Automated access and clear procedures can help reduce repetitive, time-consuming manual tasks.
- Inventory Control: Digital records provide visibility into what’s been stored, accessed, and returned.
- Reduced Administrative Work: Standardized workflows can replace traditional, ad-hoc storage and manual tracking.
Think Beyond the Recent Bans
National data and state-level policies all point toward the same challenge: correctional facilities must control technology before it turns into a security problem. That means secure storage for correctional facilities is expected to work in concert with exit/entry procedures, contraband screening, internal staff policies, and all other security measures.
Modern facilities need to adopt policies that go beyond simply banning devices. Stronger operational approaches give staff a secure, accountable way to store devices while maintaining complete control over access. And the best way to make that process more consistent? Smart lockboxes.
For correctional administrators, secure storage for correctional facilities is more than having a place to put a phone. It’s an intelligent, modern property management strategy in an environment where failure isn’t an option.
